A lot of things are illegal in Cocoa, Florida. Take stealing a cell phone for instance, or driving a car without a license. And if it wasn't for a little thing called the Constitution, so would the trend of guys wearing their pants low and showing off their underwear.

Yes, bad fashion was almost a crime.

Members of Cocoa City Council proposed creating an ordinance that would ban this questionable style statement. Luckily for Florida teen boys who like their boxers playing peek-a-boo, City Attorney Anthony Garganese advised the council that this ordinance would be pricey...because someone would most likely sue them over it. And there's a good chance they could lose thanks to everyone sharing the right to exercise free speech...and bad taste.
"It would be an expensive ordinance to defend, with an outcome you wouldn't find acceptable," he told the council.

Instead, the mayor urged parents to enforce a dress code. Do you think the city should have created the ordinance? Or is making a fashion trend illegal completely absurd?
