Will this lead to a ban on the paparazzi?

A photographer was killed after taking pictures of Justin Bieber's pulled-over Ferrari Tuesday in Los Angeles.

Freelance photog Chris Guerra was struck by another car after leaving the scene.

According to TMZ, Chris was one of many paparazzi who surrounded JB's fancy, white Ferrari after it was pulled over by police on Sepulveda Boulevard.

Chris regularly follows JB and told his people that he spotted his and Selena Gomez's cars at the Beverly Hills Four Seasons hotel earlier Tuesday.

Chris reportedly saw Justin's signature white Ferrari leave the Four Seasons and he quickly left to chase it. Later, when he saw JB's car pulled over by the police, he eagerly went to snap pics, thinking Justin was the driver. When he left the scene, Chris was hit by a car and killed.

Police have confirmed that Justin was not the driver or even in the car at all at the time of the accident.

TMZ is also reporting that Justin's BFF, Lil Twist, was actually the driver of the car. He was hanging with The Biebs at the hotel earlier that day. (The photographer killed ALSO told his peeps that he saw JB driving his car while allegedly smoking a marijuana pipe earlier that day too. We aren't sure if he meant he saw Justin smoking or if he actually saw Lil Twist smoking...but still, pretty interesting stuff! Read about it here!)

Justin has since released a statement saying
, "While I was not present nor directly involved with this tragic accident, my thoughts and prayers are with the family of the victim. Hopefully this tragedy will finally inspire meaningful legislation and whatever other necessary steps to protect the lives and safety of celebrities, police officers, innocent public bystanders, and the photographers themselves."
