Previously, that spot had been held by her meat dress with the flying dress coming in as a close second, but they both just got bumped down a notch because this dress is even more strange than it first seems.
At first, you're like 'hmm...that's a strange way to wear shoulder pads, but whatever' and then boom - all that flappy, glittery stuff on the bottom blows up (how did she do that?) and she's like a sparkly spider with a thousand legs.

It does lend itself very well to posing and she totally owns it, so we'll give her a few bonus points for fully committing to the crazy ensemble, but seriously, what the heck?
